Key advantages to our program include:

  •        ISEBA is a non-profit entity created to work only with school districts, community colleges and area education agencies across Iowa to deliver benefit program expertise.

  •        Experienced benefit consultants and consolidated billing to ease the management and administration of your employee benefit plans.

  •        Fully insured medical, dental, vision, life and disability programs.

  •        Through the last 5 renewal periods, not one ISEBA school has received a double digit increase in medical rates regardless of their own experience.

Flexible Spending Accounts

Flexible Spending Accounts (FSA's) are an employee benefit program provided under section 125 of the Internal Revenue Code.  Simply described, Flexible Spending Accounts are pre-tax payroll deduction savings plans for employees.  Under the FSA plan (within the provisions of the Internal Revenue Code), employees can se aside specific portions of salary to reimburse out-of-pocket expenses for healthcare and dependent care expenses.  These employee "contributions" are deducted from gross pay before payroll taxes are deducted, creating significant tax-savings for the employees.

The employer also benefits when employees participate in an FSA.  The employer is only required to pay its share of payroll taxes on the "adjusted gross" pay, after the employee's FSA contributions are deducted.

ISEBA FSA programs are administered by Wellmark Blue Cross and Blue Shield of Iowa.  Wellmark Blue Cross and Blue Shield of Iowa charges a fee for this service.  If you are interested in establishing an FSA program please  contact us for more information.
